Cremation should be mandatory for all euthanized/dead pets, IMHO. That might put some of the rendering plants out of business, but, oh well . . . I'd like to see all animals cremated or buried, but if we cannot deal with our companion animals in a compassionate and respectful manner, we likely won't be compassionate about our farm, zoo, wild animals, etc. So many people in this country(world) have no feelings for living beings.
