Yes, such a device has been invented. "Scooter" was/is a similarly disabled Chihuahua and the mascot at my former vet's (LA Central Animal Hospital, Los Angeles). Kept by the wonderful vet--Dr. Simon. Scooter had fans that would stop by just to visit her, and one of them created a little wheelchair/cart. But she preferred to "scoot" around the vet hospital using her back legs. She liked to inspect new arrivals and loudly announcing her dominion over all. (My cats did NOT appreciate this.) And thankfully there are people in the world who would love a dog regardless of its differences. Dogs (and cats) are geniuses in the ways they find to cope and to get around. Luckily, these dogs are so tiny and can be carried around! Most chihuahuas don't use their legs as much as they use their pet parents' arms! Definitely good luck to the three pups!
