Wow 40K a year, 100 years, 4 million tax dollars going to punish somebody for killing and abusing dogs. Meanwhile 2 million dogs will be put to death in shelters, and astronomical numbers of pigs, cows and chickens will be put through legal atrocities by the American food industry. This is the kind of thought leadership that is sending America straight to the bottom.
