I'm sure the only reason why they even said they would institute new changes is because they can't afford to lose the tourist trade.

Do they really think $1.5M is going to stretch very far??? I think it's all a pipe dream. And what are they doing in the meantime?</description>

		<description>How could it be that the people of PR don't understand that animals have rights too?  Anyone with any sense of compassion should know this innately - it is not something that needs to be learned.  Well then maybe something good will come out of this horror after all.  I always heard that animals suffered cruelly on the streets of PR.  Now maybe the standard of care for these poor creatures will be raised.  One can only hope.</description>
