I have an obsesive repulsion to the dogs chained and living in Miami, makes me think that we are the most ignorant of all the states in this matter. everyday I see a case of dogs chained, even in fenced backyards and you can imagine what it feels under more than 86 degrees.... I know there are some states that ban that practice and I would like to start this movement down here. how do I start? where do i focus my energies to get to the right people at the government??

		<description>I'm a little confused about the definition of "chaining," perhaps.  I used to have a roommate whose dog got free run of the house most of the time (including at night), but who was allowed to hang out in the backyard on a *long* lead.  Of course he would have preferred to roam free, but it wasn't a fenced yard and the house was a rental so putting in a fence was not an option.  The dog was happy, pampered, and received plenty of attention.  He could reach much of the yard on his lead and clearly enjoyed being outside.

Ban leaving dogs on leads entirely and this dog would only have been able to go outside on weekends and in the evenings when someone was around to walk him (most pet owners have jobs), and only for short periods of time, since there were other household obligations besides watching the dog outside.  He was a large dog (husky mix) and keeping him inside all the time would have frustrated him.</description>
